    What we mean by “the system”

    Most of the decision is made before your program is read.

    Rules, relationships, history, policy, funding structures, what counts as evidence, timelines, and decision practices shape the outcome before anyone opens your application. That is the system. It is not a mystery and it is not personal — but it is not neutral either.

    What you and your community have observed over years is evidence. We document it, test it, and show where it carries a claim. Where the evidence runs out, we name the gap instead of filling it.

      Build the case, the evidence record, and the true cost of the work so the numbers and the claim agree.

    4. Sequence

      Decide which money belongs with which part of the work, and in what order. Grant-only is a plan that runs out.

    5. Move

      Take one real opportunity forward — an application, a relationship, a brief, or the next concrete step.

    6. Keep

      What you built stays yours and gets reused. You do not start over the next time capital asks.
